President Joko Widodo (Jokowi) signed Presidential Regulation (Perpres) Number 53 of 2022 concerning the National Water Resources Council. Jokowi appointed Coordinating Minister for Maritime Affairs and Investment (Marves) Luhut Binsar Pandjaitan as Chairman of the National Water Resources Council.
Not mentioning details: The presidential regulation does not mention in detail the name of Luhut. The Presidential Regulation only states that the Chairman of the National SDA Council is held by a person in charge of maritime affairs and investment.
“The chairman of the National SDA Council is held by the minister who has the task of coordinating, synchronizing and controlling ministry affairs in the administration of ministries in the maritime and investment sectors,” reads Article 7 of the Presidential Regulation signed by Jokowi on April 6, 2022.
Form of institution: Based on Article 4 of Presidential Decree 53/2022, the National Water Resources Council is a non-structural institution that is under and responsible to the President. In addition, the National SDA Council is domiciled in the Capital of the Republic of Indonesia.

In Article 5, it is explained that the agency has the task of coordinating the management of water resources at the national level.
Coordination function: On the other hand, it also carries out coordination functions in the formulation of policies on National Water Resources Management; coordination in the preparation of the design of river area determination as well as changes to the determination of river area;
Then, coordination in the formulation of policies on the management of hydrological, hydrometeorological, and hydrogeological information systems at the national level.
Coordination and synchronization in providing considerations and recommendations for handling strategic issues in the field of water resources; as well as coordination with the provincial water resources council, district/city water resources council, and the coordination team for the management of river water resources in the framework of Water Resources Management.
Multiple positions: In the era of President Jokowi’s administration, the name of Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan often held certain positions. First, the Head of the National Team for Increasing the Use of Domestic Production, Jokowi. Jokowi appointed Luhut as Chairman of the National Team for Increasing the Use of Domestic Production (P3DN) through Presidential Decree No. 24 Year 2018.

Sixth, the chairman of the Jakarta-Bandung high-speed rail committee. Jokowi appointed Luhut as Chair of the Jakarta-Bandung High Speed Rail Committee through Presidential Decree Number 93 of 2021.
Seventh, Ad Interim Minister. In fact, Luhut has served as Ad Interim Minister of Energy and Mineral Resources (ESDM), Ad Interim Minister of Transportation, and Ad Interim Minister of Maritime Affairs and Fisheries.
